enforce strong passwords

1. Toggle 'Enforce Password Security' to ON
   1. Optionally, set the number of days after which user password should expire. 
   2. Optionally, toggle 'Enforce Password Strength' to ON
   3. Optionally, set the minimum password character length.
   4. Optionally, toggle 'Require one or more uppercase alpha/numeric characters' to ON.
   5. Optionally, toggle 'Require a special characters' to ON.
