Option 1:
Give the assignment to a different user.
Because any Why? Because comments, sketches, stamps, measurements, etc. that were created by the named user user are typically protected from unauthorized changes by other reviewers. This assumes that reviewers may not edit markups made by other reviewers.
Option 2:
Have a user with the proper permissions, (ie: Group Manager), complete the plan review. Group Managers typically have permissions to modify markups made by reviewers in their Group.
